A bold civic reinvestment combining a new public library, community hall, retail and housing – all delivered by a forward-thinking local authority.
Located on both sides of Northcote Road in south-west London, this paired-site redevelopment delivers much more than housing: it revitalises a valued stretch of high street with a new community library, hall, and retail spaces, placing civic life back at the centre of a busy neighbourhood.
Designed by LBY Architects for Wandsworth Council’s Development Team, the scheme was granted planning in 2019 and completed in 2022.
Reimagining the Heart of the High Street
The project replaces a tired 1970s library and underused community hall with:
A new three-storey library with improved accessibility and facilities
A modern community hall featuring a large gathering space, meeting rooms and kitchen
18 new homes across two sites, ranging from one to three bedrooms
Street-level retail units, designed to reinstate active frontage and enhance the pedestrian experience
Together, the two buildings transform this once-declining pocket of a vibrant high street into a renewed civic hub.
Architecture with Presence and Purpose
The new library is the visual and cultural focal point of the scheme. Clad in green glazed brick and articulated in a stepped, ziggurat form, the façade lends character and civic identity to the street.
Around the library, the housing integrates seamlessly into the composition, its material palette and scale designed to feel rooted in place while contributing to urban continuity.
Across the road, the second site delivers a companion piece: more housing and a flexible community hall, both designed to a robust, contemporary standard with longevity in mind.
